[Forum] New user notification email sent before user activates account

OK, here's what I'm talking about.

I'm administering a forum where we have enabled user activation and moderation.
That means that when new users register, they have to activate their account and then they are added to the moderation queue.
We have also configured the admins mailing list to be notified when a new user registers.

The "problem" is that the notification email is dispatched when the users register but before they activate their account.
As a result the admins get a notification but when they log in to the control panel the user might not be in the moderation queue.

Is this the normal behavior or am I missing something configuration wise?
Shouldn't the new user notification email be sent when the user activates the account if activation is enabled?

No, that's normal behaviour. If you wish to see this changed, please raise an improvement request here:

    Vote for:

    - Admin Settable Paid Subscription Reminder Timeframe (vB6)
    - Add Admin ability to auto-subscribe users to specific channel(s) (vB6)
