User reputation power not incrementing

I have it set so when a user reaches 1,000 posts their rep power increases by 1. However, this doesn't seem to be the case. There are users with posts over 1,000 yet their rep power is still 0.

They probably don't have the minimum amount of reputation required, to have reputation power.

Makes sense. I have it set for 10 rep before rep power is active but I was under the impression that was overrided by the setting

Actually looking at the setting again it states that the minimum required reputation before that users reputation affects others.

IIRC, it won't be calculated until they receive enough to matter.
