[Forum] How to create a footer column like this one

Hello I have recently seen the vBulletin style "Ideal" and I saw a very nice feature at the footer where you can add different links.

How can I create such a footer?

The place where modifications are made available is over on vbulletin.org, the modification site, so I'd suggest searching over there for a mod that does that.
