[CMS] Publish an article and the tags disappear

There seems to be a fault here. I add the tags when I publish an article, but they never display within the article.

If I go back and edit the document I find that the tags have disappeared anyway.

Is the tag system enabled, are users allowed to use tags?

I've always encountered the same issue. Tags are enabled, users have permission to use tags, tags still disappear. They almost NEVER work. You have to write an article, publish it, click on it to edit it and ONLY add tags (if you click on ANYTHING else at all, they don't save). Click save, double check, about every 3rd or 4th time of doing this- the tags will work.

For clarity, Tags in forums work fine, this is for tags in CMS articles.
