You are talking about their subscriptions to threads? First set it up correctly in AdminCP > Settings > Options > User Registration Options > Default Options > Automatic Topic Subscription Mode > Do Not Subscribe
Then go to Admincp > Maintenance > Execute SQL Query and select Do Not Subscribe from the dropdown and run the query. If you are told you have no permissions, then edit the includes/config.php file and add your userid under the setting for users allowed to run queries.
