i deleted all users which awating moderation. (8000 spam users :S )

But still its continues. i mean new spam users can register

How can i fix this problem ?

The best method to use is Question & Answer. Pick some questions that are specific to your forum/users. Don't pick questions like "What is 2 + 2?"
