[Forum] Why aren't moderation queues working?

Why aren't the moderation queues working? According to my installer he set everything to go into the moderation queues, which I wanted until I get used to Vbulletin 4.1.7. He said he set all these:

I set Moderate New Members to Yes.
I set Albums->Picture Moderation to Yes.
I set Albums->Moderate Picture Comments to Yes.
I set Visitor->Visitor Message Moderation to Yes.
I set Groups->Group Message Moderation to Yes.
I set Groups->Picture Moderation to Yes.
I set Groups->Allow Groups Owners to Force New Group Messages into Moderation Queue to Yes.

However, when I joined the forum with a dummy user and email, none of the threads, posts, images, or replies are moderated. They all show up on the forum immediately. What setting am I missing and where can I find it? Thank you.

Hard to say without actually looking in to it.

You can try

admincp > forum manager > edit > moderate threads/posts > yes

admincp > usergroups > edit registered members > follow moderation rules (there are quite a few of them) > no
