Do I need a .htaccess to use mod_rewrite with 4.1.7? If yes what is the content the file needs to contain?

i have VB in the root, i used to upgrade like this with no problems:
1. Close the site in the admincp
2. Make a new folder in httpdocs called oldfiles...
