Replicating a live site on Localhost

I have tried but not sure what i am doing wrong.
I download all files from the server and put them in the www folder in WAMP. I then download the database and upload it with PHP admin but somehow they don't talk to each other.

Is it something to do with installing to a live .com site that changes the way in which localhost communicates with DB?

    Thanks...

I would download an install XAMPP; which lets you run an apache server along with phpMyAdmin. using this with the forum installed in the XAMPP/htdocs folder, you can access the forum using 127.0.0.1 in a web browser. You will of course have to setup your database in phpMyAdmin first. If you need help and want to chat in real time about it, feel free to chat with me on my forum: d1jsp.org.

One thing I will say here is I don't know if vBulletin ToS would approve of running it locally and on a remote server...Technically that's two different domains.
