[Forum] Reputation Tab on User's Profile Page

I enabled Reputation on our forum (Vb 4.2.1 Suite). Some of the users' reputation tab is not visible. It seems profile related. I log in as 2 different users with 2 different browsers and one has the tab, the other does not.
I have checked every reputation option I can think of and cannot resolve the issue.
Has anyone else encountered this?

Do both users actually have reputation from others?
