Moderator Panel

I have a couple issues... I think.

I just had my site migrated from one host to another. Now that I am on the new server... unless I am logged in as Administrator, I do not see the "Mod" link in the lower right, for the mod panel. WHen I make a moderator account and go the site, the Mod link is gone and if I use a direct link to the panel, it constantly asks for a password and when I enter the moderator accounts password it never lets me and keeps asking for the password.

What am I doing wrong? Can normal moderators not enter than Mod control panel? I could have sworn they could have.

Also when logged in as a normal moderator, I see no moderation abilities on any thread or post.

The Moderator Panel normally only shows to Super Moderators as they are the ones that have relevant permissions inside it.
