Trying to Find Out What Mod Does This?

In the mod forum on .org, I see a set of drop downs that aid in searching.
As shown in the image I attached

I have v4.2.1. Can I set up something like that in certain boards of mine? Id love to be able to do so.

and i have been waiting for an answer there forever already.
This boards description says "Use this forum to ask questions about how to do things or how to fix problems in vBulletin 4." so I am askig.. HOW do I do this?

That feature is already there on each threads page at the bottom, all they have done is move it in the postbit!
