From what I could tell, the navbar tabs that you're referring to control the formatting of the section right above that (i.e. "What's New?" and "Gallery").

Those are the navtabs. They are refered to as navbar tabs in the stylevars in the navbar group.

I'm trying to locate the stylevar for the popupctrl in the navbar. What I am trying to do is change the background color when hovering over the dropdowns in the navbar (i.e. Community / Forum Actions / Quick Links):
