How do I edit this? I want to change it so that I can make a Call of Duty-like welcome box.

The other question I have is: Is HTML allowed in these welcome boxes?

I'm like "What? Notices manager?" Because I always thought that was entirely different from the welcome box - it has been in vB3, anyway. Hm. Checking now.
