[CMS] Customizing...

I am going to be using a slightly customized version of this template (http://images.osc4.template-help.com/wt_31210/#) for my website. I could like to use the forum and CMS so that I don't have to build one from scratch, but how easy is it going to be with the new version of vBulletin to customize it? I just want to use these same colors/graidents in my forum and I also want the same headers here, used on forum/CMS pages... basically... I want the website to look like its all one program, not my website and vBulletin all smashed together..

Yes, it's possible. You have access to all the templates and as vB4 is CSS driven, you can create your own stylesheets within the additional.css template to add styling necessary to your customised templates.
