Special characters Ü Ö Ç problem after upgrade

    [Forum] Special characters Ü Ö Ç problem after upgrade

    I have upgraded my forum from version 3.6.7 to 4.1.4.
    After the upgrade special characters Ü Ö Ç not displayed correctly, instead these characters following escape codes are displayed:
    & #220;
    & #214;
    & #199;

    Other special characters like Ğ Ə Ş are displayed correctly.

    The charset of database is latin1 and collation latin1_german2_ci
    HTML charset defined in forum is windows-1251

    Please help me to solve this problem?
