You need to set priorities for all three types of contents before you are able to generate site-map:

    Homepage > Select English
ACP > XML Sitemap > Manage Content Priority > Forum > Click Manage > Save Priority
ACP > XML Sitemap > Manage Content Priority > CMS > Click Manage > Save Priority
ACP > XML Sitemap > Manage Content Priority > Blog > Click Manage > Save Priority
    Homepage > Select your language

Now that priorities are set; you can rebuild your sitemap manually.

Please change your language to English (using the form neer homepage footer) before you make any modifications to the priorities, and when done switch back to your language.

If your forum's default language is not the one came with the software, then try doing this:

Then upload the tools.php script in the 'do_not_upload' folder of the vB zip file to your Admin CP directory and run it from your browser. Then reimport the vbulletin-language.xml file. Immediately remove tools.php when you are done.

                After this run:

Admin CP -> Languages & Phrases -> Add New Language -> Title -> English -> Save

Before saying that you have the same issue or not, PLEASE read above first.

Now again, do what I said in reply #8 first then #2 as is in order and you will be able to build your site-map smoothly.
