[Forum] Trying to get User Promotions to work

When a person registers they are in the Registered Users Usergroup. I am trying to control spam lately so I created an "Active Users" Usergroup that a person should get put in once they have posted twice. I don't care about reputation or date. See attached for my configuration, the scheduled task ran 20 minutes ago yet there are still no one in the Active Users Usergroup and everyone still resides in the Registered Users Usergroup.

What am I doing wrong or is this a bug?

Looks fine to me, might be worthwhile changing your registered days to 1 or 0 though - those settings work for me.
