[CMS] Default message for unregistered users

How to get rid of this? I knew how to do it in 4.0.3. I don't want to see this message even for unregistered users.

My own Notice for unregistered users is not showing after upgrade to 4.0.4

Ditto - same issue here - default Notice diabled, custome notices for various usergroups enabled but still shows disabled (default) notice. Any reply as to the fix for this?
