Are there not legitimate reasons to have duplicate content?
I will be creating a forum that promotes content to the CMS (not necessarily VBCMS). But the forum would be used to post the initial content, and then people post revisions. But the revisions themselves will also be content with only slight changes.
Take a recipie for example. Lets say someone posts an initial recipie. Others modify it slightly, very slightly, but that post is still legitimate. Eventually some of those recpies make it into the CMS.
Do you have to whack the whole thread in order to promote the one post? That doesn't seem right, because lots of other legitimate content would be there.
