          For the spacing issue, play with your stylevars for margins:
          - vbcms_widget_margin > set Left to 10. Save.
          - vbcms_navwidget_margin > set Right to 10. Save.

          Check your vBulletin CMS > Permissions for the section and make sure unregsitered users can only read.

          If I post CSS and you don't know where it goes, throw it into the additional.css template.

                        Fix what? You need to explain better. I look at your attachment and I have no idea what is wrong or what you want.

                            Without a link to your site, I can't be sure what to suggest. I have this in my CSS notes and it may work:
                            HTML Code:
                            /* 4.0.3 vertical spacing between widgets */
                            .cms_widget {margin-bottom: 10px;}
