[Forum] special character problem in different language

hi

i use my vbulletin in turkish

after upgrading to vb4 special turkish characters like "ş ü ı" begin to display wrong in client side (forum pages)

but in databases they are still true

i tried all charsets in meta but cant display the true characters that recorded in database

what should i do?
