[Forum] User Banning Options (Controlling Spammers)

I have a few IP addresses and 'Banned' email addresses that I've put into this option on the CP.

The thing is (and this applied in 3.8.4) it doesn't seem to work at all - I've used a 'mod' called 'NoSpam' in previous versions.

What I'm wondering is - has anyone else noticed that people register with 'banned' email addresses and does anyone out there have a good way of keeping away the spammers ?
