[Forum] I need to ask a stupid question

Going to upgrade my forum within the next few days but first want to customize the look and feel.

Question: are the changes made to the styles and templates of the CMS and Forum etc stored in the database??

Dont want to make all the changes (working locally) and then have to do them all over again once the server gets updated with the new V4
