vb4 updates

I'm thinking of using my vb4 licence for a new forum, but it has been a while since I bought it.
Is vb4 still updated both for security patches and technical improvements ?

vBulletin 4 still receives security updates and currently php updates.

There is, however, no active development of vBulletin 4, which means no new features or bug fixes will be added.
