[Forum] human verification not shown in admin control panel and front

I've a newly installed vbulletin forum 4.0.3. There is no options for me to choose between image verification and question and answer verifications in the admin control panel
For the image verification, the sample image doesn't show up either.
Please see the attached pictures. Any help will be greatly appreciated.

Just to add more information, i've gd compiled with php and it is working as the server has other applications which use gd.

If you go to AdminCP > Settings > Human Verification Manager, you'll find the options there.
