The upgrade script ran with no problems. When I viewed the forum, there was no css styling, period. It's like looking at a text based browser. Everything reads well, it is linear and makes sense. But there are no graphics, no color, no layout, no anything. Anyone else ever run into this?

Delete all old styles and see if this helps. -
Nope, no change. I've been having issues all along with this particular site and upgrade on a vbtest board (the host truly sucks, lol). I think my best bet is to develop on my local machine and upload the changes to the live site once it's done.~ Life isn't always fair, but you can be. ~Comment

The other common reason we see for this is an incorrect URL in AdminCP > Settings > Options > Site Name / URL / Contact Details

heh... can't even get into the AdminCP now.... in fact, it all came crashing down little by little with each click of the mouse as I tried getting around. Currently I have this little gem:

Alright, got it working. I re-uploaded the files, ran finalupgrade.php, and changed the URL in AdminCP as suggested in post #4 above. All is good at this point. The saga continues in the morning.......................

I have got very similar problem. However, I couldn't solve following recommendation in the thread.
I have got my vBulletin forum upgraded from 3.8.4 to 4.0.1 using recommended approach from one of the thread
(1. delete all programs/plugins. 2. delete all files from directory "forum" 3. copy new files for 4.0.1 4. Run upgrade script)
However I have only one CSS on the main page of the forum and the second CSS file is not loaded
This CSS is loaded well
and this one is missing

The other problem - I can only load this forum using Opera. No Firefox or IE6.Comment

Yes, it still has serious issues. However, some people could see the forum. I noticed that my opera shows some pages ok and some are broken. All pages have utf-16 encoding so maybe this one causes such issues.
I have changed settings for CSS via Admin panel (now it is placed in separate file) and reinstall language (using now standard vbulletin-language.xml which supplied with the forum) but it didn't give me any improvement so far. I am trying to find how to get rid of utf-16 encoding but I didn't succeed so far.Comment
