[Suite] Best way to do a CLEAN upgrade that discard plugins and settings etc

I currently have a 3.8.1 board and am trying to upgrade it to VB4. I am moving webhosts (to URLjet) for one thing and I don't want to keep anything from the old forum except the user accounts, posts and users settings. I have multiple plugins and VBadvanced right now, and I want to scrap all of that and basically have a fresh clean VB4 install that has my current users and posts in it.

What's the best way to do this?

I would do this one step at a time.....

1- Take out the trash. Uninstall what you know you don't want.
2- Upgrade in place to 3.8.4 (make backups)
3- move to your new ISP

4- Read my backup post on VB 4 upgrades.
5- Read manual on upgrade.... in summary it looks like this:
-uninstall plugins that are obsolete / not in use.
    - copy new files to temporary location on server
    -disable board
    - run database repair/optimize
    - backup database
    - backup files
    - disable plugins
    - backup database again to different file
    - copy files to /forums folder
    - run upgrade
