How to require a set number of posts before adding additional permissions

This can be done with a group promotion that is based on post count.

First you need to remove the ability to use custom avatars for the usergroup in question:

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Can Upload Custom Avatars

Also in the same section, make sure the Allow Users to have Member Groups setting is enabled for that usergroup:

Then create a new usergroup that has permission to use custom avatars:

Admin CP -> Usergroups -> Add New Usergroup

Set all of the new group's permissions to No except for the Can Upload Custom Avatars permission. The excess No permissions will have no effect on overall permissions because this group is going to be used as a secondary group. See this thread for an explanation.

Then create a promotion in your:

Admin CP -> Usergroups -> Promotions -> Add New Promotion

Usergroup = the original group doesn't have access to use custom avatars
Posts = minimum number of posts before users can use custom avatars
    Promotion Strategy = Posts
    Promotion Type = Additional Usergroups
Move User to Usergroup = the new group you just setup

Now members of the original group will be able to use custom avatars when they reach the specified post count.

These instructions can be used for adding any additional permissions or restricting permissions based on post count as desired. Simply replace the avatar instructions with the permission that you want to adjust after X posts.
