proplem Administrator when posts view

when log in my Forum by Administrato and view any post show this message:

That action could not be completed. Please try again, and if this occurs again please contact the system administrator and tell them how you got this message.

so, by debug this line:

$config['debug'] = true; Warning: session_start(): Cannot send session cache limiter - headers already sent (output started at .../includes/config.php:1) in /home1/ahmad/public_html/forum/includes/vb5/frontend/controller/page.php on line 56

Thanks! I down graded the php from 7.1 to 5.6 and found (Unconfigured PHP Module) and delete it.
and up graded the php to 7.1
now is work.
