Some user albums returning and error even with permission set to public

Ok. Weird issue. I have a user that is posting this link:

https://www.garagejournal.com/forum/album.php?albumid=6360

It's a link to an album and he has his permission set to public. If logged in as an admin or a moderator, you can see the album. If you are logged in as a regular user, you get this error:

"Invalid Album specified. If you followed a valid link, please notify the administrator"

Any idea what's going on?

I can see the album and images fine as a guest. What are the permissions for Albums and Registered Users set to under Usergroups -> Usergroup Manager in the AdminCP?
