Move attachments to file system with phpMyAdmin?

GoDaddy has shut down my database because of its size. I need to move the attachments out of the database and into the file system. I can't login to admin because the DB is now read-only. Is there a way to do this without admin access? I need to shrink the database below the 1GB limit before it will be usable again.

Nope, you need to do it via the ACP, its not anything you can do using phpMyAdmin.
