I want to allow certain users to edit and delete tags on my forums. I want them to be able to edit or delete anyones tags. How would I go about doing this?

When my users click add tag to post--which I encourage my users to do--only a list of "popular tags" appears.

It doesn't seem like registered users can tag threads started by others, even though all permissions are set to allow this.

Is there a modification or setting change that will allow me as forum administrator to add tags to a post? My users are not designating tags and my tag cloud is not populating.
