Restrict specific font color and use it automatically by some member types?

Another question for today, since I'm posting. Is there a way to disable the red color (only) for fonts for everyone except admin/mods? The reason whilst not important, would be to have red text mean, and be associated, with official replies. (You know, how like in many schools only teachers and staff are allowed to use red pens.)

Additionally, regardless of above, is it possible to make a user (admin/mod) automatically use a specific color? Red, though anything else too. It's not explicitly related to the first point. I myself would prefer to use DeepSkyBlue as the default color instead of black. Just for my account, not globally.
