signature & avatar rules don't work!

I've been having this problem for a really long time and still no answers.

The rules that i've set for signature & avatars don't seem to work at times. Members can still upload huge avatars, or really long signatures. I've checked to ensure that all usergroup permissions are set correctly. But still nothing seems to fix it. Is there some known clashes with plugins?

If they had it in there before you set up the changes, they'll remain there after you make the changes.

There is - for some mind-boggling reason - no way to force old sigs to conform to new standards in VB.
