How can I MODERATE ALL ???

I'd like to be able to MODERATE ALL NEW POSTS to the vBulletin forum.

I'm moderating "new users" but it's impossible to know who to let in and who not to.

We're being hammered by spammers and black-hat SEO operatives, who actually do it by hand thus skirting around the captcha and anti spam "question"

So, I'd really like to MODERATE ALL NEW POSTS

Where do I look , which settings???? I've searched and searched for the magic button.

(ACTUALLY it would be a lot easier if I could just BLOCK ENTIRE COUNTRIES ... but I'm told that's impossible. ONLY U.S.A. users would solve 99% of the problem.)

Can try this:
Create a new group for your approved members.
Admin CP -> Usergroups -> Add New Usergroup
At the top it says "Create Usergroup Based off of Usergroup" in the dropdown choose Registered Usergroup and then click Go if necessary.

The page will reload.

At the top it will say "Create Permissions Based off of Usergroup". Choose Registered here. If you have no custom permissions for the registered usergroup or it says none, just click the save button.

You can change the name and description if you want.

Setup a new Usergroup Promotion.
Admin CP -> Usergroups -> Promotions
Use these settings, where X is the number of approved posts that are required:

Usergroup - Registered Users
Reputation Comparison Type - Greater or Equal to
Reputation Level - 0
Days Registered - 0
Posts - X
Promotion Strategy - Posts
Promotion Type - Primary Usergroup
Move User to Usergroup - the group you created for approved members

Run the scheduled task for Usergroup Promotions.
Admin CP -> Scheduled Tasks -> Scheduled Task Manager
Click the "Run Now" button to the right of the Usergroup Promotions task.

Finally remove you need to adjust the permissions of the Registered Usergroup so their posts and threads are moderated. Go to the Usergroup Manager and edit the registered usergroup.
Admin CP -> Usergroup Manager -> Registered Usergroup -> Edit Usergroup -> Go.
Set "Follow Forum Moderations Rules" to No.

Click the SAVE button at the bottom of the form.

You will need to check the moderation queue in your UserCP on a regular basis to approve or delete messages from new users. Your moderators also have access in their User CP.

HEY ... thanks ... sounds convoluted but I'll try anything. Otherwise it's scrap the forums ...

NOPE ... got to the "MOVE" user groups step and it said :

>> "You specified the group to join itself which is not allowed"

Guess I should have 'Named" the group something different?

Or ... when I clicked GO in the beginning step ... and the page refreshed, it did NOT say

"Create Permissions Based off of Usergroup"

???? try again ???

Yes, you should name your groups differently so you can reference them easier.

If you have no customized permissions, you won't need to base permissions so it might not show.

Thank you Wayne! Okay ... I've gone back through the steps and will be awaiting the first new post to come through.

Do you know if there's a way anyone can circumvent this?

I think some of the spammers have figured out how to get around the registration process because I've seen posts from users, when the user didn't exist. :-(

Don't know of anyway to circumvent it without addons.

Unless they are in multiple groups or you have some addon overriding this, it would moderate registered users. That is its entire purpose. Make sure you're not overriding it with Forum Permissions.
