Multiple Users Registered With Same Name

I recently had a situation where a new user registered using the same user name as another user. I would think the user database would recognize a duplicate and tell the new user to choose another name while going through the registration process.

Does the vBulletin s/w not have this capability?

I guess that that user with the "same" user name used another ASCII character, so it is not the "same" it is only similar username.
