Building Post Cache is when you parse the post - change all bbcode to html so that it doesn't have to be parsed when viewed.
Active Users are users that have logged into the site in the Last XX Days.

In Admin CP -> VBulletin Options -> Forums Home Page Options -> Active Members Time Cut-Off
This setting is how much time (in days) must pass for a user to not be considered active.
In Admin CP -> VBulletin Options -> Server Settings and Optimization Options -> Cached Posts Lifespan
You can set for how many days after a post it made that it will be cached.
As explained cached posts use less resources to display then uncached posts, but the trade-off is they take up more space in the database to have the 2nd cached copy.
Under normal use you should never have to rebuild the cache.Comment
