sending emails with a limited shared hosting account

one of the forums I run off of hostgator has us limited to 500 emails per hour. so if I want to send out a email to our users, I guess we can not go past user id 500.

what can I do to email my users if I have about 4000+ of them? is there a way to make the system send a email to 499 users every hour so I can get all of them emailed?

You would need a modification to do this (cron based sending isn't in vB3).

one issue I see on my forum is that users post seem to be moderated. how do I disable the moderation of users replies and posts on forums? I have checked the permissions and I do not see the setting...

In the settings for each forum, check the 'Moderation Options' section to make sure those are set how you wish.

Also, check AdminCP > vBulletin Options > Spam Management - are you using any of the Anti-Spam services there?
