Administrator permissions not working

I have two groups: "moderators" and "female moderators".
I have successfully given two moderators the secondary usergroup "administrator". When I did that, I was shown a red link to edit the permissions after saving the user profile.

With a user of the "female moderator" group, this does not happen. I am not shown the red link after saving the profile when I add the secondary usergroup "administrator".

Why is this happening? How can I add the necessary admin permissions for this user?

In the 'Female Moderators' usergroup, what do you have set in the 'Administrator Permissions' section (Can Moderate All Forums (is Super Moderator) and Can Access Control Panel (is Administrator) )?

They are both set to "No".
Though, for the "moderator" group, the settings are also set to "No". Yet when I added the secondary administrator group to a member of the "moderator" group, the link to change the admin permissions was showing.
So I think the problem must be somewhere else.
