Not sure if you're being serious or not, basicly your mysql user has reached the max connections it can have at one time. The only people who can tell you more about fixing the issue are your webhost.

Zach can't give you a fix for this, only your host can. I had a crappy host and you pay for what you get.

A few days i change the webhost before i not have this problem i think MYSQL problem of server but I desired to be sure and i made request here
and a lot email of database error
