    Creating New "No parent" Style

Is it possible to create a new style that has all the same options and template modifications of a current style yet it's not its child.

I mean I want to copy a parent style, not to derive a child style.

The reason I want to do this, is that I want users to see the styles listed at the same level, unlike the case where the child style get indented in the list.

    How do I do that?

You need to download the style as an XML file under upload/download styles. Then import it as a new style using the upload form on the same page.
