How do I know my email was sent to everyone?

Ok I've got 11k members on my forum, on a pretty terrible shared host (yes I need to upgrade)

Well, when I send out an email I usually set the throttle between 100-350 Well a buddy of mine who is actually a member of the forum does not have a spam folder, and NEVER receives my emails.

So how do I know tons of other users are not receiving them either?

What exactly does the throttle do when I set it? I want to send the email way more than 100-350 people, 11k to be precise.

A little insight on how this all works would be great, thanks guys!

It also depends on your host....mine will only allow 400 emails per hour to be sent
