Additional groups can only add permissions, not take them away. Primary groups are used to set a minimum amount of permissions for users. Additional groups add on bits and pieces. For example, you can create an additional group to represent access to a specific forum and then you can add users to that group to grant them access.

I didn't 100% understand - but I want to give access to the moderators. To use URL bb code - in there sig. (all the users can't use URL in the sig) So I thought that I have to open new group to move all the moderators to!!!

Creating an additional group will work well for that. It's similar to this example:
