banning any IP's from a certain domain name?

I have troublemakers that keep getting new IP's from http://anonymouse.org/

is there any way I can ban anyone from registering if they are going through this url?

vBulletin Options > vBulletin Options > User Banning Options

Or you can ban the host (anonymouse.org) with cPanel if you have it.

It's under IP Deny Manager.
