Do you need to install some special software to allow a forum to handle posts in Chinese / Japanese / Korean or are these languages already supported by vBulletin? Thank you

Your forum needs to use a charset that is compatible with the language. Normally you use UTF-8 if you want to support multi-byte languages like that.

This third party utility has been recommended by some of my customers for use in converting the charset of a forum:
