Capitalization in thread title, bug or setting ?

Look at the ending of the three existing thread titles. The oldest post is capitalized LRXFE's The two newer posts are small letters lrofe and lrxfe. The top post is mine so I know I entered LROFE but got lrofe. I am the admin so I later edited the thread title to LROFE and still got lrofe.

Bug ?

board is a recent install of 3.8.2

That is controlled by this setting:

Admin CP -> vBulletin Options -> Message Posting and Editing Options -> Prevent 'SHOUTING'
