How can I change this in Group Memberships?

I have created usergroups for members to join when they go to Group Memberships in the CP but in the Joining Conditons box it says "Anyone is free to join this usergroup" and on other forums I see that they say, "Requests to join must be approved by a group leader."

How do I change this so I approve those that have wanted to join the group?

You need to add a leader to that group. Then join requests will be moderated:

Admin CP -> Usergroups -> Usergroup Manager -> Add Usergroup Leader (in the menu)

Then you can approve join requests in the same section of your User CP.
