Changing Profile Privacy for All the Existing Members

I know Profile Privacy can be changed via User Control Panel. But is there any DB query so that I can change the privacy options for all the existing members?

There is no feature to set default privacy options or to mass update existing privacy options (unless you construct some queries). The privacy settings are managed by the individual users. If you don't want users to set their own privacy options then you can disable it:

Admin CP -> vBulletin Options -> User Profile Options -> Allow Users to Edit Profile Privacy
