How to moderate posts and threads from new users

I'm trying to reply to the post by Wayne Luke (http://www.vbulletin.com/forum/showthread.php?t=248832) but I can't so I will ask here.

Scroll to the bottom and just above the save it will say "Create Permissions Based off of Usergroup". Choose Registered here. If you have no custom permissions for the registered usergroup or it says none, just click the save button.
I scrolled to the bottom but don't see this.

    Setup a new Usergroup Promotion.
Admin CP -> Usergroups -> Promotions
Use these settings, where X is the number of approved posts that are required:

    Usergroup - Registered Users
Reputation Comparison Type - Greater or Equal to
    Reputation Level - 0
    Days Registered - 0
    Posts - X
    Promotion Strategy - Join Date
    Promotion Type - Primary Usergroup
Move User to Usergroup - the group you created for approved members

Run the scheduled task for Usergroup Promotions.
    Posts - 10

I tried this and it moved everyone (including post 0) from registered to the new custom group. Is it suppose to do that?

You will need to check the moderation queue in your UserCP on a regular basis to approve or delete messages from new users. Your moderators also have access in their User CP.
I don't see it in UserCP but I do see a Moderation menu under AdminCP. Is that the one?

    You don't see this?

Admin CP -> Usergroups -> Promotions

It's in the left column of your Admin CP, under the Usergroups tab.

I do see that. I followed it and it moved everyone including those below 10 posts. I believe you glanced over the details.

        Promotion Strategy - Join Date
You probably want this set to Posts, not Join Date.
